Hong Kong Customs and Excise Department

To fulfill an international obligation under the "United Nations Convention Against Illicit Traffic in Narcotic Drugs And Psychotropic Substances, 1988", the Government of the Hong Kong Special Administrative Region exercises control on 36 chemicals which can be used for the manufacture of dangerous drugs or psychotropic substances. The control is prescribed in the Control of Chemicals Ordinance, Chapter 145, Laws of Hong Kong. The Customs and Excise Department is responsible for the enforcement of this Ordinance.

Types

Licence and Permit Application

Any persons who wish to import, export, supply, procure, deal in or with, possess or manufacture controlled chemicals are required to apply for the following types of licence, permit, authorization, storage approval where appropriate:

Authorization to Import or Export Controlled Chemicals	By online application: Applicant can apply for Authorization to Import or Export Controlled Chemicals through the Trade Single Window. By paper application: Applicant can complete the application form below. CED 312 (Import) or CED 313 (Export)	Invoice; Shipping Order; Air Waybill / Bill of Lading; Contract of Sales; Letter from importer to state the purpose of import; Import Authorization issued by receiving country, etc.,	Free of Charge
Permit to Remove Controlled Chemicals in Transhipment	By online application: Applicant can apply for Permit to Remove Controlled Chemicals in Transhipment through the Trade Single Window. By paper application: Applicant can complete the application form below. CED 347	Valid Business Registration Certificate^; Current Telephone Bill^; Air Waybill / Bill of Lading; Shipping Order; Invoice; Contract of Sales; Letter from importer to state the purpose of import; Import Authorization issued by receiving country, etc. Applicant does not need to submit BRC or telephone bill for new permit application if those 2 documents (which are still valid^ ) were submitted in previous C&ED application in relation to control chemicals.	$950.00/permit
Application for Approval of the Commissioner of Customs & Excise for premises and containers in which substances specified in Schedule 1 or 2 the Control of Chemicals Ordinance, Cap. 145, Laws of Hong Kong are stored or kept	CED 360 / Online Form	Copies of HKID; Business Registration Certificate; Telephone bill etc.,	Free of Charge
