About the Scheme

The Customs and Excise Department (C&ED) has implemented the "Smart Crossing" Scheme with a view to improving the recognition rate of the licence plate numbers (LPNs) of cross-boundary private cars (CBPC) through radio frequency identification (RFID) technology at the land boundary control points.

The owner or driver of a CBPC can voluntarily join the Scheme by providing his/her name and LPN for registration at no cost. After registration, Customs officers would affix an RFID tag to the windshield of the CBPC. When the CBPC passes by the Customs kiosk, the driver and passengers can then enjoy a more efficient customs clearance service.

Application Procedure

    1. Apply in person at any land boundary control point
      1. The owner or driver of CBPC (the applicant) can drive the CBPC to the land boundary control point and inform the Customs officer at the Customs kiosk that he/she wishes to join the "Smart Crossing" Scheme.
      2. The applicant should follow the guidelines given by the Customs Officer and park the CBPC at the designated location and provide his/her name and LPN of the CBPC for registration.
      3. Upon verification, the Customs Officer would affix a "Smart Crossing" RFID tag (length 10.7 cm and width 2.8cm) to the top right corner of the windshield on the spot.

        The applicant would provide the Customs Officer with the required information

    2. Apply in person at Vehicle Inspection Center of China Inspection Company Limited in Yuen Long or Vehicle Inspection Center of China Travel Service (Hong Kong) Limited in Tin Shui Wai
      The owner or driver (the applicant) who joined the "Northbound Travel for Hong Kong Vehicles" Scheme, when driving the private car concerned to the Vehicle Inspection Center of China Inspection Company Limited in Yuen Long or the Vehicle Inspection Center of China Travel Service (Hong Kong) Limited in Tin Shui Wai for vehicle inspection, may inform the registration staff at the "Smart Crossing" Registration Counter situated inside the Inspection Center that he/she wishes to join the "Smart Crossing" Scheme. Upon verification, the registration staff would register for the applicant and affix a "Smart Crossing" RFID tag to the private car on the spot.
  1. Pre-registration
    1. The applicant can pre-register via email smartcrossing@customs.gov.hk.
    2. The applicant can choose from the following locations for affixing the "Smart Crossing" RFID tag:-
      • Customs Headquarters Building, 222 Java Road, North Point, Hong Kong
      • Land Boundary Control Point
        ✓ Heung Yuen Wai Boundary Control Point
        ✓ Hong Kong-Zhuhai-Macao Bridge Hong Kong Port
        ✓ Lok Ma Chau Control Point
        ✓ Man Kam To Control Point
        ✓ Sha Tau Kok Control Point
        ✓ Shenzhen Bay Control Point
    3. The applicant should use "Application for "Smart Crossing" Scheme" as subject and provide the following information in the email:
      • Name, licence plate number, contact number and the selected designated location as mentioned in para. 2.2 above. Customs officer would then contact the applicant for arrangement during office hours.
    4. Upon receiving the "Confirmation of pre-registration" email, the applicant should complete the following procedures:
      • The applicant should drive the CBPC to the designated control point according to the instruction specified in the confirmation email and present to the Customs Officer and park the CBPC at the designated location.
      • Customs Officer would verify the information and affix the"Smart Crossing" RFID tag to the top right corner of the windshield of the CBPC on the spot.
