This “Hong Kong Authorized Economic Operator (HKAEO) Programme Online Self-Learning Kit” aims to provide a brief introduction on the accreditation procedures and criteria of the HKAEO Programme for the interested local companies. This kit will assist companies in evaluating the compliance of their business operations to the pre-determined criteria of the Programme and getting prepared for subsequent accreditation.

This kit is composed of 15 modules. You may browse them in sequential order or proceed directly to individual modules based on your needs.

We are now at Module 1, it introduces the purpose and usage of this kit and gives a brief description of each module.

Module 2 introduces the background of the HKAEO Programme, including the origin of the Programme, accreditation procedures, benefits of HKAEOs, and key elements of a security management system.

Modules 3 to 14 cover the requirements of the 12 accreditation criteria of the HKAEO Programme, namely, “Customs Compliance”, “Maintenance of Commercial Records”, “Financial Soundness”, “Premises Security and Access Control”, “Personnel Security”, “Cargo Security”, “Conveyance Security”, “Business Partner Security”, “Security Education and Training”, “Information Exchange, Access and Confidentiality”, “Crisis Management and Incident Recovery” and “Measurement, Analysis and Improvement”. Each module covers the key issues of respective criterion with examples, so as to give kit-users a better understanding of the security standard expected by the Programme.
