To maintain Hong Kong's competitiveness as a trading and logistics hub, the Government of the Hong Kong Special Administrative Region is taking forward the initiative of developing a TSW to provide a one-stop electronic platform for the trading community to lodge import and export trade documents with the Government. TSW is being implemented in three phases –

Phase 1
  • provides e-option for the submission of 14 types of trade documents
    (mainly for specific controlled products)
  • has already been rolled out

Phase 2
  • covers the submission of some 28 additional types of trade documents mainly for specific controlled products
  • roll-out from 2023 by batch

Phase 3
  • covers Import and Export Declaration, submissions of cargo information including Advance Cargo Information, Cargo Manifest and Cargo Report in respect of different transport modes, and applications for the Certificate of Origin and Permit for Dutiable Commodities
  • targets for roll-out from 2026 by batch
