Following the implementation of the Road Cargo System (ROCARS) in May this year, the Customs and Excise Department (C&ED) launched the Intermodal Transshipment Facilitation Scheme (ITFS) today (November 29). The ITFS aims to simplify customs clearance procedures for air-land and sea-land intermodal transshipment cargo.
Transshipment cargo going through Hong Kong can be selected for Customs inspections at both the entry and exit points. Under the ITFS, air-land and sea-land intermodal transshipment cargo will normally be inspected once when passing through Hong Kong. The inspection will be done either at the Hong Kong International Airport or the Kwai Chung Customhouse.
Under the ITFS, Electronic Lock (E-Lock) and Global Positioning System (GPS) will be used for ensuring cargo security and monitoring the movement of the vehicle.
ITFS is a voluntary scheme. Traders and cargo forwarders willing to join the scheme are required to register with C&ED and install the E-Lock and GPS equipment on their vehicles.
