On 30 April 2022, the amendment of the Smoking(Public Health)Ordinance(Chapter 371)took effect to ban the importation of Alternative Smoking Products(ASPs)and intermodal transhipment via Hong Kong. To uphold Hong Kong's leading position as an international logistics hub, the Government recommended to amend the Import and Export Ordinance (Chapter 60)to allow the transhipment of ASPs via sea-to-air or land-to-air modes. Hong Kong Customs has therefore devised the Alternative Smoking Product Transhipment Control Scheme(Scheme), which comprises registration scheme, security measures and procedural requirements, to facilitate the amendment. The Scheme ensures all ASPs are stored and transferred in a controlled and secure manner during the course of transhipment, minimising the risk of ASPs leaking into local black markets.
