Hong Kong Customs fully adheres to the policies of the Central Government and HKSAR Government and is dedicated to youth development work. The recent Policy Address also attached great importance to youth development and education. In January 2021, a new youth programme "Customs YES" was launched with the establishment of a uniformed group "Customs Youth Leader Corps (CYLC)" under the programme. "Customs YES" provides over 3,100 of its current members aged between 12 and 24 with a variety of activities and discipline training under the 4 "C" activity development strategy. As at the end of September 2022, more than 160 activities have been organised for the youth members. In particular, the Customs YES members have taken part in a rich array of celebratory events this year to share the joy of the 73rd Anniversary of the Founding of the People' s Republic of China and the 25th Anniversary of the establishment of the Hong Kong Special Administrative Region of the People's Republic of China. Such activities also aimed at enabling the youth to have a thorough understanding of Chinese history and culture, as well as strengthening their sense of national identity.

香港海關一直全力配合中央及特區施政方針，致力青年發展工作，行政長官在最近發表的《施政報告》中，也特別強調重視青年發展和教育。為此，香港海關在二○二一年一月推出了全新的青少年計劃-「香港海關青年發展計劃」，同時在計劃下成立制服團隊「海關青年領袖團」，以4個「C」作為活動發展方向，為現時超過3,100名12歲至24歲的青少年會員提供多元活動和紀律訓練。截至二○二二年九月，計劃已舉辦超過160個不同類型的活動。而今年適逢中華人民共和國成立七十三周年及香港特別行政區成立二十五周年，計劃更特別組織會員參與一連串精彩的慶祝活動，希望加深青少年對中國歷史文化的認識，並同時培養國民身份認同。

#### Play together

The non-profit organisation "Community Art" held a badminton competition with the six major disciplined forces in Hong Kong on 5 November 2022 at the Hong Kong Police Officers' Club. The Community Art teamed up with students aged 12 to 15 from three major badminton clubs to form a badminton team to compete with the six disciplined forces, including Hong Kong Customs, Hong Kong Police Force, Immigration  Department, Fire Services Department, Correctional Services Department and the ICAC.

Hong Kong Customs Badminton Team lived up to expectations and won the second place in the team cup and the third place in the men's doubles open. The Commissioner of Customs & Excise, Ms Ho Pui-shan, was invited to present awards to the winners of the two finals. The organizer also arranged for senior officers to partner with youngsters for an exchange game, providing opportunities for the youngsters and members of the disciplined services to cooperate, exchange skills and enhance friendship. It is hoped that this event would improve the youngsters' understanding of the disciplined forces, and let them experience team spirit and cultivate positive values.

#### **「羽」眾同樂**
非牟利組織「主創藝術坊」於二○二二年十一月五日假香港警官會所舉辦《羽你同起飛》2022青少年與香港六大紀律部隊交流賽。「主創藝術坊」夥拍三大羽毛球會的12至15歲學生組成球隊，與六大紀律部隊 (香港海關、香港警務處、入境事務處、消防處、懲教署及廉政公署) 的羽毛球會成員切磋球技。海關羽毛球隊不負眾望，勇奪團體盃賽亞軍及男雙公開賽季軍。關長何珮珊更獲邀擔任兩場總決賽的頒獎嘉賓。大會亦安排長官夥拍青少年進行交流賽，提供機會讓青少年及紀律部隊的人員相互合作、交流球技、增進友誼，並希望透過是次活動促進青少年對紀律部隊的認識、讓青少年體會團隊精神及培養正面的價值觀。

Ng Yuk-lan Noel registered as a bone marrow donor in the early years and was notified by the Hong Kong Red Cross two years ago that she was a complete match for the bone marrow of a patient suffering from acute leukemia. She knew that the chances of finding a perfectly matched unrelated marrow donor were extremely low, so she agreed to donate bone marrow without any hesitation. 

Noel said that the donation process was to extract hematopoietic stem cells from the bone marrow in the arm, which was different from the traditional method of extraction in the pelvis. The process did not require general anesthesia. After the surgery, she only needed to rest for a day before returning to work. The impact on the body and daily life was much lower than the traditional extraction method. 

Noel's selfless spirit brought the patient back to life. She encouraged more people to register for donating bone marrow, bringing hope to the waiting patients.

吳玉蘭(Noel)早年登記成為骨髓捐贈者，並於兩年前收到香港紅十字會通知她與一名患急性血癌病者的骨髓完全吻合。她明白找到完全吻合的無血緣捐髓者機會率極低，因此毫不猶豫答應捐出骨髓。

Noel表示捐贈過程是從手臂抽取骨髓中的造血幹細胞，方法有別於傳統在盆骨位置抽取，過程無需全身麻醉，完成後只需休息一天便能復工，對身體及生活的影響比傳統抽取方法較少。

Noel的無私精神令病者重生，她鼓勵更多人登記捐贈骨髓，為等候的病者帶來希望。

They played games together with the Little Life Warriors and brought them Christmas gifts.

Little Life Warrior Society Christmas BBQ Gathering

On 25 September 2022, a kick-off ceremony was held for launching the Law Enforcement Torch Run for Special Olympics 2022 (Torch Run), which was an event to raise funds for athletes with intellectual disabilities. The event was organized by Special Olympics Hong Kong together with the Hong Kong Sports Association for Persons with Intellectual Disability and seven disciplinary forces (Customs and Excise Department, Hong Kong Police Force, Immigration Department, Fire Services Department, Correctional Services Department, Government Flying Service and Independent Commission Against Corruption).

Due to the COVID-19 pandemic, participants of the Torch Run were required to select a 3.5 km route and complete the run between 25 September 2022 and 24 November 2022. The directorates of Customs and Excise Department took the lead and joined the torch run. For promoting the event and appealing for active participation, the department has produced various short video clips capturing the fascinating scenes of our directorates, formations and colleagues during the run. The short video clips have been uploaded onto the departmental social media platforms for promoting healthy lifestyle and demonstrating the departmental endeavors and enthusiasm in charity. The donation received was the highest ever.

專為智障運動員籌募經費的「香港特殊奧運執法人員火炬跑」於二○二二年九月二十五日舉行啟動禮，展開二○二二年籌款活動。活動由香港特殊奧運會主辦，七個本港執法部門，包括香港海關、香港警務處、入境事務處、消防處、懲教署、政府飛行服務隊及廉政公署和香港智障人士體育協會協辦。

受疫情影響，火炬跑改為讓參加者自行選擇3.5公里的籌款路線並於二○二二年九月二十五日至十一月二十四日期間完成。海關首長們身體力行，率先參與火炬跑。為宣傳是次活動並呼籲更多人參與，部門特別將各人參與火炬跑的精彩過程，製作成不同短片，並上載至社交媒體，藉以推廣健康生活，不遺餘力參與慈善籌款活動的精神。這次籌得款項歷來最高。

The Commissioner of Customs and Excise, Ms Ho Pui-shan; Deputy Commissioner (Management and Strategic Development), Mr Lai Lau-pak; Acting Deputy Commissioner (Control and Law Enforcement), Ms Ng Kit-ching; Assistant Commissioner (Intelligence and Investigation), Mr Woo Wai-kwan; and colleagues from the Customs Athletic Association and Customs Volunteer Team as well as members of Customs YES participated in the "Lifeline Express Charity Walk 2022" organised by Lifeline Express at Clear Water Bay Country Club on 26 November 2022. 

This event was a charity walk organised by Lifeline Express to raise funds for the prevention and treatment of blindness in the Mainland. The guest of honour, the Secretary for Security, Mr Tang Ping-keung, led the heads of the disciplined services to kick off the fundraising activity. Colleagues and Customs YES members actively participated in the activities. Under the theme of "Hope in Every Step", they completed the 3.5 km race and raised funds for patients with eye disease who are in need, and to restore their vision and continue the sight saving mission of Lifeline Express.

是次活動是「健康快車」為內地防盲治盲工作籌款的慈善步行活動。主禮嘉賓保安局局長鄧炳強帶領一眾紀律部隊首長為「健康快車」籌款活動揭開序幕。參與的海關同事及Customs YES成員踴躍投入活動，並身體力行，在「愛心始於腳下 每步皆是希望」的主題下，成功完成3.5公里，為有需要的眼疾患者籌款，延續送贈光明的使命，讓他們恢復視力，重見光明。

Lifeline Express Charity Walk 2022

The department worked with the non-profit organisation Lifeline to organise volunteer activities for the elderly at the Mid-Autumn Festival. We were honored to participate in the event to send blessings to the elderly who were emotionally troubled, so that they could feel the love of the community despite the epidemic. 

During the event, apart from distributing supplies to the elderly, volunteers also listened to their stories on overcoming adversity in the past. The dialogues were short but meaningful. Their positivity and open-mindedness towards life always remind us to maintain a positive attitude in the face of difficulties, whether in college training or at work in the future. 

This experience also reminds us to be more helpful when possible. We should go the extra mile when we can. In the future, in addition to shouldering the responsibility of upholding the law and guarding Hong Kong, I will also make good use of my ability to help those in need in society.

適逢中秋佳節，部門與非牟利機構生命熱線合作，組織關懷長者的義工活動。海關學員有幸參與其中，向一些曾受情緒困擾的長者送上祝福，讓他們在疫情下仍能感受到社區的關愛。

活動中除了向長者派發物資，更聆聽他們分享近況及往事。對話雖短，卻意義非凡，當中更提及不少逆境自強的過往經歷。他們所表現出對人生的積極及豁達，正正提醒我們要經常保持正面態度，無論於學院受訓還是應對日後工作都能迎難而上。

這次經歷更讓我們謹記不要吝嗇自己的能力，「行有餘力，則以助人」。未來，除了肩負起護法守關的職責，亦會好好發揮自己的能力去幫助社會上有需要的人。
