In 2021, Customs put into place a new integrity management framework. Integrity Management Group (IMG) and Formation Integrity Management Committees (FIMCs) were established under the Integrity Steering Committee (ISC) and its three Working Groups. IMG and FIMCs collaborate to press ahead with the execution of new initiatives and monitoring of their implementation in accordance with the ISC’s latest Integrity Action Plan. By considerably raising the bar for integrity training, organising various integrity-related activities, and encouraging staff to lead a healthy lifestyle, the Department has significantly strengthened its integrity culture.

海關在二○二一年引入新的誠信管理架構，在原有「倡導誠信督導委員會」和其轄下三個工作小組的框架下，增設「誠信管理課」和前線「科系誠信管理委員會」。新增單位負責協調和執行與誠信管理相關的措施，並透過共同合作去達成委員會所制訂的行動綱領。除大大提升誠信培訓質量外，還藉著舉辦各項誠信及推廣員工健康生活的活動，全面深化部門的誠信文化。

Coleman’s enthusiasm for tennis started at the age of five.

Crowned junior doubles champion at the US Open 2021 and Australian Open 2022, Coleman Wong made Hong Kong tennis history by becoming the first player from Hong Kong to win two Grand Slam titles.

Coleman's enthusiasm for tennis started at the age of 5. With unwavering passion since then, being a professional tennis player became his goal. Despite the pressure, Coleman found excitement and satisfaction during matches. He enjoyed playing tennis and strived to pursue victory, perfect techniques, and maintain stability in his performance.Throughout his years at school, Coleman made sacrifices in order to excel in both tennis and studies. Coleman officially set his sight on a professional athletic career at the age of 16 and he is grateful for the freedom and support given by his family.

Now 18, Coleman embraces challenges and never gives up. He is currently undergoing training at the Rafa Nadal Academy in Spain for seven hours a day. More often than not, he pushes himself and trains extra until he meets his daily target. Not long ago, he experienced the lowest time in his career. As he was not familiar with clay court techniques and footwork, he kept losing his matches on clay. Frustrated, he questioned himself if he should continue with tennis. Driven by his motto “No Regrets!”, Coleman braved his way against failures and empowered himself through constant learning and trying. Finally, he reached the quarter-finals of the boys’ singles at Wimbledon and the semi-finals at the US Open in 2022, surpassing his own personal record. Tennis has strengthened Coleman’s beliefs which enable him to improve further.

Despite difficulties and challenges ahead, Coleman does not regret his choice as a professional athlete. His current men’s world ranking is 747 and his target is to break into the top 350 this year. We wish Coleman the best in reaching new heights in Grand Slams and the Olympics!

Coleman從小接觸網球，對網球的熱愛有增無減。

於美國網球公開賽2021及澳洲網球公開賽2022贏得兩項青少年大滿貫的冠軍得主黃澤林（Coleman），刷新香港網壇記錄，風頭一時無兩。

Coleman五歲開始接觸網球，從此對網球的熱愛有增無減。他很早就以成為職業網球員為目標。他說網球的魅力在於求勝，技術琢磨，以及比賽當中的抗壓心理戰所帶來的刺激和滿足感。在中小學階段，他需要缺課去訓練和比賽，利用校內小息的時間去補課。他於16歲時選擇了成為全職網球員。

二○二二年踏入18歲的Coleman精益求精，不言放棄，熱愛挑戰。現時他在西班牙拿度網球學校集訓，每日淨練習時數已達7小時，每日都會訂立訓練目標，練習至滿意為止。他回憶他曾因為未習慣泥地打法和步法，相關比賽都落敗。當時他感到非常挫敗，更懷疑自己的能力。最後，他抱著「搏盡無悔」的心態去面對失敗，不斷學習不斷嘗試，及後，於溫布頓網球錦標賽青少年組打入男單八強，創出個人紀錄。

縱使Coleman知道網球這條道路十分艱辛，但他表示如果讓他再選，還是會選擇成為全職運動員。現時世界排名747的他希望這一年可以躋身350名內。期待Coleman成為香港第一人，在成人大滿貫賽事和奧運中取得佳績！

It was eight years ago when I joined the Customs and Excise Band and started learning the trumpet. Since then, I have witnessed the progress that the Band has made. Performing with other Band members gives me a sense of satisfaction beyond words. Every band member shares the same passion for music as we devote our leisure time to practices and rehearsals, as well as to the pursuit of excellence in every single performance. I hope that our Band will continue to grow and thrive with the intake of more new members.

I first came to know the Customs and Excise Band last year at the passing-out parade. Completely captivated, my heart could not help but hum along the exhilarating yet delicate tunes. So I joined the Band and learned to play the snare drum. I tried my best to attend every band rehearsal and kept practising at home. Thanks to the valuable guidance given by professional musicians, I was eventually ready for my debut in a largescale band performance this year. The experience was exceptionally meaningful and precious that enriched my life as a Customs officer. To me, the Band is like a family, as we care for and encourage each other. I will definitely carry on to give my best to the Department and to the Band.

二○二一年我在結業會操上初次聽到樂隊演奏，節拍時而澎湃時而細膩，心中不禁隨着拍和，便立志加入樂隊學習小鼓。我爭取每次出席樂隊練習，在專業樂師指導下獲益良多，在家亦不忘加緊練習，終於趕及年內首度隨樂隊出席大型表演，意義非凡，彌足珍貴，豐富了我在海關的生涯。 樂隊是個溫暖的家，隊友互相關心鼓勵，我定必繼續為部門和樂隊出力。

樂韻悠揚顯「關」心

An ICAC thematic talk on "Integrity Management and Ethical Leadership" was held on 8 November 2022. Mr.YAU Shu-chun, Deputy Commissioner and Head of Operations of the Independent Commission Against Corruption, was invited as the guest speaker to share and exchange with middle and senior management of the C&ED.

To combat corruption, Mr. YAU stated that effective legislation on prevention of bribery, comprehensive protection for whistleblowers and concrete investigation powers for law enforcement agencies are crucial. Yet, he believed that the most effective way to eradicate corruption was to cultivate overall integrity culture, and to enhance and strengthen staff's awareness of integrity and conduct.

On 8 November 2022, Deputy Commissioner and Head of Operations of the ICAC, Mr Yau Shu-chun, shared his valuable experience and insights on "Integrity Management and Ethical Leadership" with Customs colleagues.

部門於二○二二年十一月八日舉辦廉政公署「誠信領導及管理」專題講座，邀請了廉政公署副廉政專員兼執行處首長丘樹春主講，並與在場的海關中高級管理人員分享交流。

要打擊貪污舞弊，丘先生提出要有完善的貪污法例、周全的貪污舉報人保障及執法人員強而有力的調查權等。然而，他認為惟有培養整體誠信文化，堅決提升和鞏固人員的誠信和操守意識，才是杜絕貪污的最有效方法。
