Single E-lock Scheme (SELS) is one of the eight policy measures for taking forward the development of the Greater Bay Area. Currently, the 62 clearance points spanning nine municipalities in the Greater Bay Area and the 13 clearance points in Hong Kong under SELS altogether provide the industries with more than 800 cross-boundary route options.
Customs previously received funding from the Innovation and Technology Bureau for conducting a comprehensive feasibility study on the ways to enhance the security level of the E-lock system and align the E-locks with the national safety standard. The study was completed in December 2021. The new E-lock System will be installed at all land boundary control points and clearance points in Hong Kong.
Aligned with the national safety standard, the new E-locks will help strengthen the cooperation between C&ED and the Mainland Customs in advancing clearance facilitation.
