Service fee adjustment under Free Trade Agreement Transhipment Facilitation Scheme with effect from 1 January 2025

Starting from 1 January 2025, the service fee payable for documentary processing for consignment arriving by Air/Land/Sea under the Free Trade Agreement Transhipment Facilitation Scheme (FTA Scheme) will be adjusted, while the service fees payable for other services under the FTA Scheme remain unchanged. The details are as follows:

In line with the "user-pays' principle, it is the Government's policy that fees charged by the Government should in general be set at levels adequate to recover the full cost of the public services provided.

A recent costing review at 2024-25 price level shows that the current cost recovery levels range from 92.4% to 100.4%. Based on the government-wide general guidelines for fee increases, the fee for item D is to be increased by 8.2%, or $14 in dollar terms, while the remaining fees (items A to C) will remain unchanged.

Hong Kong Customs will continue to enhance efficiency and streamline procedures so as to contain the costs of providing the services.
